Q: What is the operating voltage and amps?

My husband believes that it is 12v and less than one amp.

Q: What type of power supply can be used? can i use a plug into an outlet at my home? or would i need a cellphone charger type plug to limit amps?

NO do not plug this into 120VAC like from your wall! Buy a 120VAC to 12VDC power supply to run it.

Q: could this be used to secure a dog door? It there anything to attach to his collar to trigger the lock to open?

Yes, but not by itself, and dogs have mixed results learning the system. What you need is an RFID reader and a controller that unlocks and relocks the lock based on the signal from the RFID pad. There are plenty of complete kits for this, but the catch is finding the one with the longest range (1-2" is normal, 2-3 feet would be ideal for a dog colar) so that the dog does not have to rub it's colar against the sensor pad. Check out this for the idea of the components: https://www.amazon.com/Security-Electric-Magnetic-110-240V-Proximity/dp/B00IDVNAT6 That system is made for humans to press a chip to the reader (very short range) and to hold a comercial door closed (would be way over kill for a dog door), but this lock with a long range ( a couple feet rather than a couple inches) RFID pad and a hold and release controller so the door unlocks for some period and then relocks.

Q: Is this waterproof? Can it be used outside?

I would classify it as waterproof. But it could be water resistent from non direct water contact. It is, after all, an electric magnet.
