yes I use it for candles. You will need to seal them before using. I use natural stone sealer.

Would this be suitable for casting pots for succulents/plants?

Yes you can. I used a natural stone sealer. I also make candle containers as well as pots for succulents with this and it holds the wax too. Use 3 coats let it dry and then good to go!

Could I use this for making pebbles for painting on for pebble art? Thanks

I should think so, but of course you will have to have pebble-shaped moulds to cast it in.
