I have these in both red and white and neither one will write on skin. They are similar to a crayon.

can I use this for concrete sidewalk to mark an unsafe area?

The paint stick does work on concrete. If this is a workplace or at home, writing on the sidewalk a warning or unsafe area may not release one from liability.
