There is an attachment to make it a bar to hold onto instead of cup holders, but mine did not come with a tray.

Can a saftey 1st onBoard 35 LT infant carseat fit in this stroller?

It would “sit” it the back seat, but it wouldn’t click in which would make it unsafe.

How is the visibility for the child in the rear seat?

Depends on how they're seated. In the carseat clicked in, it's easy for them to see whoever is pushing the stroller. If they're seated forward facing, they can only see to the right and left. We have our <1 sit back there and she's content with her toys or laying flat napping in that seat.
