Could thisbe used out of the water to lay baby in a beach tent?

I wouldn’t only because baby’s legs go thru holes to hand down in water... safety would be my concern to lay a baby on top of out of the water... hope that helps!

Can I use it for my 11 lb baby?

Definitely! I used it when my baby was 6lbs. It allowed me to be in the water and it kept my baby out of the water. Perfect!

What is this product made out of? PVC?

It feels more like fabric, it floats very well and does NOT attract or retain heat from the environment. Our 6Month old loves it
