Can I use this solution for non bissell cleaner?

I use it in a Hoover cleaner and it works fine.

I have a proheat model 9300. Would i add water to this solution when putting it in the formula tank since it is a 2x strength?

Check the tag on the carpet. If not sure try cleaner on an inconspicuous spot to see if it is color safe
