Q: Does this charge a phone with the wallet add-on attached?

Yes it charges, and it charges fast surprisingly. This thing is legit good.

Q: Is the ball joint lockable? Or strong enough to withstand bumps?

Not lockable, but it's quite stiff, won't jiggle or change angle from bumps (not so sure about *collisions* tho). I feel it's the appropriate amount of resistance given the weight of some phones/phablets it has to sustain.
