Will this hold a 13 or 14 inch diameter ice cream cake?

I would think Yes. Cake surface area is 14-1/4 inches. Dome is afull 4 inches high before sides start to decease

Would this work for mini cupcakes? Or would they slide around too much or be too difficult to get out of the slots. Any input would be appreciated :).

+Hi, Pam. Personally, I think that miniature cupcakes would definitely slide around too much in this carrier. I would recommend this product from Wilton, for your miniature cupcake needs: http://www.amazon.com/Wilton-Ultimate-3-In-1-Cupcake-Carrier/dp/B000ENRLZU/ref=sr_1_1?ie=UTF8&qid=1381518968&sr=8-1&keywords=wilton+three+in+one+cupcake+holderThis carrier actually has a reversible tray that has slots to hold 12 standard sized cupcakes, or you can flip it over to hold 24 miniature cupcakes! I hope this has helped you out, Pam. Happy Baking!

Can this be placed in a freezer to store baked goods?

Only if your freezer is huge. The diameter of the bottom part of this product is almost 16". Good quality if you have the space!

Can you also use this when collapsed to carry a shorter cake or will the act of carrying/lifting by the handle pop it up to full size?

It is kind of tough to get it to full size. I'm pretty sure you could put small cake in it. Also, this thing is HUGE!!! The pictures don't do it justice.
