It is non toxic and needs only be rinsed off once applied. Anecdotally, we do have reports that some adhesives do tend to adhere and stick better on a passivated surface, indicating a smoother surface. You would still need to prepare the surface properly for paint, such as etching. Passivation does not substitute for etching. Sorry we don't have specific testing to give you a definite answer. The Citrisurf removed the rust well but we used a stainless steel appliance cleaner to clean the residue. **Q: Can Citrisurf be used on stainless steel exhaust headers and pipe from a 4 cylinder motorcycle to remove corrosion and rust? Spray or gel?** A: I'd use the gel, since the thinner liquid will roll off easier and you want the surface to stay soaked for the application time. Depending on the level of corrosion, Citrisurf may not be able to take it all off. However the spray top, it feels tight, it comes off while spraying. I lost half the liquid as it fell to the ground while on a ladder.
