You have to throw it away. There is plastic on the back of it.

How do I fill it with dish soap? No instructions!

These are the pads that go on the clip end of the dishwasher wand. When you buy the dishwasher wand, you takeoff the end screw cap and fill it with dish soap and replace the cap. You then wash your dishes with the scrub portion which you can replace as it gets used.
