Is this genuine loctite mfg. by henkel in the usa?

Yes. My part number is #1329467 and they have the Henkel logo on the front. The picture is a stock Amazon photo, so some things are different. I hope that this helps.

Will the bottle be full? What happens if I receive the product and it is not full?

I have never reviewed a bottle that is full to the top. The bottle is larger than the amount of liquid that is put into it. The bottles that I have ordered are sealed and it would be obvious if they have leaked due to the color of the product. I imagine if you feel that what you have received is not correct that the seller would replace it.

Can you fully tighten before curing is completed?

Yes You apply to threads prior to securing the nut.
