Q: Is it 23 l or 30 litres as it says 23 in the heading and 30 in the details

It's 27x18x45 (internal in cm). So, about 23 litres.

Q: Can I use it as a pull out bin in a drawer (not hinged door) and use the same bin opening machanism?

Not sure. I hung it on back of a door. Didn't use the opening mechanism. But with a bit of jiggery pokery it might work in a draw.

Q: Could anyone please tell me the external height of this bin without the lid in place?

It’s 450mm high. Ours is on a standard height kitchen cabinet door. It takes 45 litre bag or Waitrose Swing bin liner.
