Does this scooter tip over easily? Had problem with previous scooter tipping. Need another one for next surgery. Live on farm and need safe one.

It was more stable than some of the others. with the rubber tires the transition from carpet to tile was no problem. I got along good on the concrete driveway, the grass was a little questionable. We had borrowed a smaller one with small hard plastic wheels and I almost fell off of it twice so we ordered this one. most issues I had with it were my fault. trying to go to fast and making to big of a stride and I would get off balance. No regrets about getting it. It gave me a lot more freedom for 3 months that I had to use it.

What is the height of the top of the seat at the lowest possible setting?

I am 5'5" and i could not adjust the knee pad to be low enough (another inch lower). You should be able to have your one foot on the floor and then with your knee on the pad your hip should be straight and rest comfortably.

Are all four tires the same size or are the two back ones smaller?

They are the same size. Tires are inflatable and you need to keep a close eye on the air pressure for smooth rolling. The only problem I had with mine was a wheel bearing went bad on one of the rear wheels. The manufacturer sent me a new one but I had to disassemble the rear whee to prove that was the problem.
