No it dries. It takes a while to dry so you can reposition the lashes if necessary

Does this glue go white and tacky after a while on the lash band like other brands?

It goes on white and then turns slightly translucent when it’s tacky and ready to attach. Very similar to the Revlon one which was discontinued.
