Yes,but if your pump is out. it's not a rebuilt kit. It's a seal kit. So if it is leaking oil this will fix it.

Q: Will this help with a non-leaking but long cranking issue that I think is caused by my hpop (200k miles)

I bought it to stop a leaky pump cannot address issues further than that

Q: Does this kit include all the high pressure oil line seals?

If it is a oil leak it will fix it. But, if the pump is week or out. It won't fix your problem. Yes it should have the line seals
