Q: Can this be spray painted successfully? Spray paint can instructions say polyethylene can not be painted effectively. Is this made of polyethylene?

I would doubt that paint would adequately adhere to item, it appears to be plastic and my thought would be that the paint will peel rather quickly. It is black and I truthfully ,once installed over camera, really have not noticed it as needing painting.
