I used to jump the fuel pump with the key off on my 4.0L jeep. I had a fuel pressure problem where the regulator would bleed pressure off. This allowed me to hook up a gauge, turn the fuel pump on which should bring it to 29-31 psi and hold it in the rail. The regulator would not, as the o-rings bypassed fuel to return. This relay set helped me figure that out.
