Does this have clips for Both sides? (In the image it looks like just one is on the left)

Yep, it's just the angle of the picture or it might be tucked under the strap, but it does have clips for both sides.

When you want to look thru your binocs, does the strap cause any discomfort in any way?

No discomfort at all. The material that holds the binoculars is very "stretchy." Also, depending on how you have the straps, it's easy to change the position of where the binoculars sit on your chest area. The only thing that you have to get used to is what you do with multiple layers of clothing. In very cold weather I would have my binoculars under my outermost layer, and then you can sometimes fumble a little to get them to your eyes quickly, depending on how tight/zipped you have your jacket/outer-layer.

Will this work with other brands of binoculars? I saw several complaints about problems attaching Vortex binoculars, but no mention of other brands.

I had no trouble attaching the Vortex harness to my Nikon Monarch binoculars. The attachment strap for the harness is a sturdy nylon strap with grommets at each end. It's not particularly thick or wide, so should work for most brands I'd imagine. The strap attachment on my bins is quite narrow and low profile, but I was able to pass the grommet through with minimal effort. You would probably have difficulty passing the strap through if the attachment point on your bins is recessed because the grommetted end might not bend enough. Hope this helps!

Can these be worn comfortably under a 30l back pack?

I wear mine under my pack with out any problem, but it's going to be a personal preference. I'm sure the weight of your pack will also be dependent on how it feels
