May I run this without a return line to the fuel tank?

Yes but you would have to plug the return outlet. Make sure to use fuel friendly thread sealer. Or you can buy the Holley 12-803 regulator that comes without a return line and is a cheaper option than this. Cheers

What is the maximum flow rate through this unit?

6 psi is the highest. I’ve got mine set at 2.7 psi as it’s used on an old Ford Flathead engine and Carb.
