Do the hands also move backwards?

Yes ,the hands can move backwards.

Does it tell the time? Or is it simply for manipulation

Simply manual using your fingers to put it on a time...then you can read it as AM or PM with the 24 hours numbers...for teaching individuals how to tell military or 24 hour time! Next to each number 12-11 it has military 24 hour clock...00-23... like next to the 6 is 18!

where is it manufactured?

It's a toy training clock for 24 hour military time...hands move manually...and I believe China...like most everything !
