can these plug end to end?

This device is solar powered so a plug is not needed. I simply used twisty ties to tie the solar panel to the balcony. This also comes with yard stake just in case you choose to use the stake in the ground

How long is the cord between the solar panel and the lights?

not sure but it's pretty long I have a tall tree and it worked for me I like it so much I ordered this item 5 more times for my trees and wood patio poles

Can these be cut to length?

No, I don't believe you can cut them.
