Can the pistol pouch be removed and configured to the belt?

No. It has Velcro and straps that hold it in place on the vest but I see no loops to affix it to a belt. I carry my main 9mm on my OWB holster and have a second 9mm on the vest.

will this fit a twelve year old?

It was too big for my 13 year old but he runs on the small side, wears a 10-12 in clothes
