Do these fit over the black diamond flex tips, long ?

I believe the old tips should come off and the new ones put on...mine went on very easily and have never come off.

These tips are P/N BD1120790000ALL1. They do not screw into the trekking poles, but rather slid over existing ends, to protect them, and give better traction on very hard surfaces... They are much different than the BD1121180000ALL1 that you mentioned, which do indeed screw into the trekking poles.
