Could you use this before epoxy grout on stone?

If it's a porous stone like slate, I'd seal it, then use grout release before epoxy grouting.

Is this the right product for a new marble floor where grout has left a film that doesn't come off with mopping and scrubbing with mild soap and water

This product is for use before you grout. I do not think it will do anything for grout that has already set. I believe you need some grout removal chemical now on the surface to get off a tenacious haze. I guess it doesn't matter for you but it did work well for me on small mosaic wall tile that I think would have been a night mare to get the grout off of.

Will this work on travertine wall tiles ?

It is water soluble so it should work on any solid surface that can be cleaned with water. I would test on a small area of your tile to be sure it won't leave a stain when removed
