Why is this $24 when you can get 9.3oz packs for $7 in store...?

I bought them because they didn’t have it where I live. But don’t bother. They came completely melted! And I couldn’t get a refund.

Are they made with whole pecans or pecan pieces?

No, they are in a plastic tray that keeps them in their own spot but they are not wrapped. The bags of turtles are individually wrapped.
