Can these be powered by woodland scenics just plug lighting system?

The street lights in question are LEDs that operate on 2.5-3volts. They come with 1000 ohm resistors for connecting to 12volt power supplies. If the woodland scenic power supply delivers 12 volts including a 1000 ohm resistor with each should work.

My transformer puts out 15vdc and 19vac. what can i do to power your lights?

Hello,if you use 15v,please connect with the 1000Ω resistor,which will be packed together.But if you use 19v,please connect with 1200Ω resistor,and you need to prepare the resistor by yourself. :)
