How does the privacy flap stay in place and not roll up?

The flap does stay in place because it’s just a flat piece of vinyl. Even though someone can always lift the flap easily to read your info, the flap remains stationary at all times by itself. We used several on a recent trip with a lot of handling by others and I never saw a flap come up. It doesn’t roll at all.

What country are these manufactured in?

Viforport is listed as the mfg but do not say what country. Maybe with this information you can search up info.

Can I use iron on vinyl on this to personalize?

Yes you can use vinyl to personalize these tags
