You could use either. But a pressure sprayer would be more economical with less waste unless your hose end sprayer is reliable in it's measurement and disbursement of the product.

How long do the bacterias live? I see some chunks of thin jelly-papers when I pour this - does this mean that the product is no longer effective?

That “jelly” like substance is akin to a SCOBY, like when making kombucha. Should still be good

I purchased this product to help plants. Can I spray the diluted liquid on the leaves of plants, or does it have to be applied to their roots?

When applying to leaf surface as a foliar, it is best wait until evening or early morning. Do not spray the diluted EM-1 directly on the fruit/vegetable or flowers. You can always spray your garden and then follow with a good watering to make sure none of the diluted EM-1 remains on the flower or fruit/vegetable if that is easier than trying to simply spray at the base of the plant.
