Q: The blue bottom part, where the probe is, what are its dimensions? How thick it is?

The bottom of the blue probe is 3/4" and the probe is tapered. Near the top it is 7/8". The top of the probe around the seal is 1".

Q: I received the tester but when I turn it on ,its reading is r1.2. Is that correct before I test the water reading.

Yes, it's fine. The r1.2 is the software's version number.

Q: What is the settling time for the ORP meter in weak redox solution such as tap water? 20 seconds, 1 minute, hours for stable reading?

I can usually get a nice steady usable reading within 1 minute. If I'm being picky about the accuracy, I'll wait about 5 minutes. If I'm just trying to make a point on showing the antioxidant or oxidating potential of drinking water then I'm looking at about 20-30 seconds per sample of drinking water.
