Does the 45-lb plate fit in a newer Rucker; the latest Rucker with the Velcro pouch?

Yes, it's identical in size to the name brand plates. Keep in mind it only fits in the larger, lower pouch. The top pouch only fits a 10 or 20lb weight. By far the best value for the weight.

Are the 20 & 30 lb weights too long for the 5.11 TacTec vest?

I use mine in a ruck, it’s long and narrow (7 x 15). You might be able to wear it as a back plate vertically but as a chest plate you’ll have be sure you can close any pocket you fit it in. Otherwise it is a versatile addition.

Does the 25lb fit the goruck plate carrier 3.0?

No. Too long. You can use a 10 and a 15 or a two 15 plate as they are the same size combined as the standard goruck plates. I have 2 15 in my Rucker 20l which has the same size plate pocket as the plate carrier. I would put the heavier plate on the bottom as the 10 is a little thinner than then15. But I have never had any issues with any shifting with 2 smaller plates.
