I just finished a table top with 5 coats of water based semi-gloss extreme poly. Of course it has dust nibs. Would this fine nib file work on this?

yes this should fix it up nicely.

Would this work for removing excess paint on a small rock chip repair without removing adjacent good paint?

Nib will remove paint that is above the original paint coat. However, I found that it will scratch the original surface and will require minor sanding and polishing. I use a product called abralon to finish. Abralon come in 500, 1000, 2000, 3000 and 4000 grit. Use all three and finish off with Meguiars polish.
