Can this interval timer be used with a smart plug? For example, on for 5 min, off for 5 min, but only while the smart plug is on?

If I understand the question correctly, you have the smart plug attached to AC and the timer attached to the smart plug? The way this timer works is that it has static RAM settings that "remember" the last set timer settings. So, for the example you give (on for 5 min, off for 5 min) when the smart plug is activated the timer STARTS at the 5 minute setting and then will shut off after that for another 5 mins, and repeat that until the smart plug is turned off. When the smart plug is turned on again, that timer setting again starts at the "on for 5 mins" and continues as before. If you had the smart plug on for say 2 mins and then turned it off, the timer would then reset itself to the original setting (5 mins on, 5 off) which would then occur once the smart plug is turned on again. It WILL NOT "pick up where it left off" and stay on for 3 more mins and then go off for 5 mins, etc. (that might require a MECHANICAL timer instead) TURNING OFF POWER TO THE TIMER RESETS THE TIMER TO ITS PREVIOUS SETTINGS.

Can this be safely used with a 110v, 300 watt emersion water heater?

Yes, the Timer is made for 110 voltage. And the wattage is regulated via the heater. So there shouldn't be a problem.

Can I set this to come on at dusk then shut off after 30 minutes?
