Will they work on F700 tire?

I've only tried doing so once and it didnt work, but I was also trying to plug a tire that had a large bolt sticking in it at a 45 degree angle.

Can I use this plug in the shoulder area as a permanent repair?. If not was the difference in using this in the tread area only?

The thread area there is thin steel wires the plug will hold good and permanent. At the side of the tire it's all rubber, it's not safe to plug, but in general these are very good quality plugs.
