Will these work outside say on a fence or concrete?

If both surfaces are smooth then they should stick but may be not to porous or uneven surfaces. So I think that may rule out a wooden fence or rough concrete,

i have a peice of carboard that is over 160cm do you think it can hold it onto my wall and if so how many do you think it will need

You don't say how thick, or how heavy the cardboard is so it's not so straightforward to answer. These adhesive pads hold well and you should have sufficient pads to hold up your cardboard, providing it isn't too heavy. The trick is to space them out in an even pattern starting at each corner covering the edges first, then work inwards.

Can these be removed with no resídue

Yep as they dont stick very well, if they do stick you can only put an extremely light weight on them like a tea towel.

Would this work to stick a car badge to the grill?

They should stick it with ease. However they are quite thick so may be a little proud of the body work. 👍
