Is the 3 slot compatible with XC Ultra 2080ti?

Any NVLink bridge will work with any NVLink compatible graphics card. The amount of slots has no bearing on compatibility. The slot spacing is based on your motherboard's PCIe spacing.

How do i enable Nvlink and not SLi?

The technology is still referred to as SLI, even though the bridge is using a different type of connection from the older SLI standard. You simply need to enable SLI in the Nvidia Control Panel.

Will it work with a 2080 super and a normal 2080?

If ur talking about stacking the 2 different GPUs probably not unless they match
