what is does international version mean?

It means that you won't have technical support nor warranty in the usa. The camera may have been imported by a no authorized dealer so canon usa cannot offer product support for the item you purshased. If you buy the camera is "by your own risk", mine have had no problems at all. The shutter count was about 150 so it was almost new. The camera could be a refurbished one or a store display unit. If the saving is enough, buy it. Check the seller's reviews, it must be 85.5% positive or higher.

Does this come with the battery, disc, charger, etc.?

Normally, with a battery and charger but not a disc. However, discs are cheap and easy to buy even in many drugstores (at least in the USA). And even if this camera is sold with the charger and battery, they, too, can be bought at many camera stores or online.

Is it touch screen? and does it have internal wifi?

No touch screen, wifi requires plug in card in place of one memory card , purchase separately

How many shoots it have?

With a good memory card, approximately five shoots per second.
