How does this protect any equipment if it is not electrically connected to the equipment?

According to physics it can’t. Zinc and other metals are used as sacrificial anodes for boats and other metal objects like the bases of TC and cell towers, and work. But they always have a direct metal connection to the metal they are protecting, otherwise they don’t work. If your skimmer basket was steel this would help keep it from rusting, but if it’s plastic it won’t do anything.

Can I put these in my wedding case stairs in my above ground pool?

Product was designed to put into your pool strainer. You could zip tie to the metal railing that is submerged in the water.
