It doesn't specifically have a "made in" tag, but the top panel inside the hat says Western Express, Inc. with a picture of a horse. I was really pleased with the quality of the hat. I purchased this for a costume but because it is so nice, it would be fun to wear all of the time! It has an elastic-type band too that makes it fit really nice on your head. Great product. Much nicer than I expected and now I might have to repeat my costume again next Halloween just so I can wear it again!

What happens when it gets wet by the rain

I've never gotten it wet but it appears to be sturdy enough to withstand the rain although it might get a bit dirty
