Will this bms work with a 3s5p 18650 battery pack?

it should work, but it sounds like you might want to be drawing significant amperage, and these will limit you to 10 amps, you should try not to need more than 5 amps through these if it is continuous current.

if you are going to do this with these BMS , you will want to make sure the batteries all perform nearly identically, because charging will stop when one of the sets of 5p reaches 4.2v, so if one cell out of those 5 charged to 4.2v while the other 4 are still down at 3.9v, you will never get maximum potential out of the 4 cells, because they will all stop charging every time. if this offset becomes large enough, you could have one cell charging the other cells "balancing" to have the same voltage, this could produce more problems down the road after several cycles.

i only like to use them with 3 cells in series per BMS. i have considered using 2 or 3 bms in parallel to make a larger bank, but i didn't want to put more than one cell per terminal on the BMS

How would i adjust the voltage for use with 1.5v batteries such as aa or aaas?

It is not the battery form factor that determines the compatibility.  It is the chemistry.  These will work with 3 rechargeable Lithium Ion or Lithium Polymer batteries (3.7V nominal, 4.2V totally charged) in series.  I am using it with 12 cells of 21700 batteries in a 3S4P configuration.  A pack of 3 AA or AAA Li-Ion or Li-Po batteries should work just fine.

Is there a minimum output to keep these alive?  my application only draws about 60ma.  some bms units require more.

I drew 40 mA, and it shut off to protect the batteries exactly as it was supposed to.
