how thick can it penetrate?

It depends on the length of your core bits. Our Bluerock brand wet type core bits have a 14.5" barrel length and the drill is capable of drilling the full length of that bit.

Do you have to bolt drill to concrete to drill?

If base plate was bigger like some others I've used. Thats the only down fall with these, base is too small

can this drill into hard stones like basalt or granite? I want to use it to make fountains.

It has to do more with the coring drill bit than the coring drill itself. I've used the 8" version to drill a 8" hole through 20" of granite with no issues - lots of water and go slow.
