Are the Lugs in front capable of 120volt/30amp that my small welder requires?

The wire box output can bear 30A output , but 30A *120V = 3600w , more than the rated power of our inverter , so we think our 2000W Inverter can not run your welder .

Need to know which is the hot, common and ground screws on the front ?

Hot left , middle ground , common right

How do you ground the unit?

It would be reasonable to assume the case of this unit would be grounded to the negative or black battery connector. It would also be reasonable to assume the ground wires in the AC outputs are also grounded to the case and battery negative terminal wire. Guess if you are worried, you could connect the negative battery terminal to your water pipe if you have copper pipes or connect it to the metal of your RV if you are using this in an RV or metal of the car chassis if battery is in the car. If you are still concerned, you could visit an RV supply store and asked them about grounding inverters and maybe you would find someone who can describe it to you.

Can I keep this device connected to the battery when I want to charge the battery or do I have to disconnect it first?

Yes this device can stay connected to the battery bank while the batteries are being charged.
