I have an aluminum pressure canner. Can I safely use the heat disc with the pressure canner?

I believe so, however, you are going to loose efficiency by using the disk. The disk will be the heating element.

Will a 11” induction disk work on my 12” skillet?

It may work but usually the disc has to be larger than the pan

Can i use my stove it is 11" and my stovetop is 9" is

No, you must use the same size or less! If you use bigger size you will overheat the cooktop
