Q: Do you recommend small(10-12) or medium(14-16) for a dog that has a neck of 13"?

I would go with a medium, because you can adjust it. Its a very well made collar. I would think a 10 to 12 inch collar would be too small. You can always exchange it at Kohl's or have the Prime Delivery guy pick it up. My dogs name is Wolfgang, thats why I bought it, but I'm very happy with this collar. Just make sure his collar can't slide over his head and he can get loose.

Q: It says the D rings are metal, but does not say what the buckle is made from. Is it metal or plastic?

Hi Pigeonman (intriguing name). The buckle is a modified nylon, meaning it has additives in addition to the nylon that make it much stronger in a wide array of conditions. The buckle will withstand pull testing well over 800-lbs., which is much more than any dog's neck. Aside from chewing damage, we rarely see the buckles fail. The D-ring is a powder-coated steel and we've never seen one fail. Best, Todd from Wolfgang.

Yes it is does tighten when the dog pulls when on a leash

Hi Deborah! Yes, the D-rings are a powder-coated steel alloy. They typically do not rust, but I would not say it's impossible for them to. From our testing, the same can happen with nickel-plated hardware, too. Our powder-coated hardware has proven to be extremely resistant to chipping.
