Q: Says 100% brass, but the black piece that attaches to the large tank looks like it's plastic. Is it?

The black piece is plastic. For what it’s worth, it is thick and solid enough plastic that I don’t think I could break it with hand strength trying to screw it onto the tank.

Q: What is this for exactly? Can I use it to refill a handheld propane torch (the blue ones) using a 5 gallon tank?

Am not sure we use it to refill 1lb propane bottles for the bib buddy heater

Q: Can't get flow from 20lb full tank. Is there a safety thing that shuts off valve when turned upside down?

Put the tank you are filling in the fridge or freezer for awhile. Then the tank you are using to fill upside down when refilling the empty tank
