Q: Would it work on Alexa with a wifi plug so i can water plants while on holiday?

Should do as long as plug works with Alexa, you can also setup a schedule on whatever plug you buy, to have it turn on and off without you needing to ask Alexa to do it.

Q: Is this pump suitable for a catit stainless steel drinking fountain (reference: 50023) ?

I bought it for an outdoor jug and bowl water feature where the water in the bowl is pumped up a pipe and falls from the spout on the jug.it works great.not sure whether it would suit your purpose though.

Q: Does this work outdoors?

Yes I have had it running every day in an outdoor fountain for months. Birds use it for water and bathing.
