Q: Anything like this that can be used outdoors in any weather?

We are using it in an outside car.....it appears to be working as light is flashing

Q: Does the sound bother dogs?

I have three dogs and it does not bother them at all.

Q: Will this work to keep mice and rats out of car engine compartment?

I live in the high-desert. I use the battery operated angveirt rodent repeller in my shed and under my travel trailer. I have not had any problems with mice or packrats. I use the angverirt that connects to the car battery in my car and pick-up truck. We installed the device after the packrats ate part of the hood insulation in the pick-up.
