Q: This handpan has D minor?

This is a D minor Handpan, that is correct.

Q: How difficult are these to tune yourself and do you have a tool that I could do it with?

Hand pans are not really tunable. If you want an instrument that can be easily tuned, buy a large, steel tongue drum with an opening on the bottom. Such tongue drums can be tuned by placing magnets on the inside of the tongues. You could, for example, buy a D-major tongue drum, and flatten the thirds to make it a D-minor tongue drum. With a lot more effort, you could slightly flatten each tongue to change the instrument from 440 Hz to 432 Hz. The effect of the magnets is a function weight (how many magnets on a tongue), and how close they are to the tip of the tongue. Hand pans to not have tongues, so I do not think that a magnet approach would work at all. All said, a hand pan has a much larger resonating chamber (eight times that of an 11" tongue drum), so it will be deeper and more resonant, and at least an octave lower.

Q: Why are some pan for around this price 11.35 lbs and this one 17.88? Is it because it's 10 notes rather than 9 notes?

The 10 notes and 9 notes you mentioned are one reason, and there is a difference in craftsmanship!
