It will carry any voltage you put into it, until it exceeds the size of the wires. Some POE devices use 48 volts so 24 should be ok.

Q: Can i use the injector end with a poe switch? since these are passive, if a connected camera is 12vdc, will it be damaged by a 48v poe switch?

Yes it will damaged but they make a 48 to 12 bot version. It costs a bit more of course.

Q: Dows thsi splitter have atleast dc 12v 4a 48w output? usiing a 150' cat 7 to power a ip.cam

A splitter has no output. It is basically a device that takes some of the wires in an Ethernet cable and separates them to signal & power.
