Is there actually anything in the bag already or does it come just as a bag that you fill up

just the bag. we had a old bean bag so we just used the filling from that to fill this new one. but you can actually fill it with anything...old clothes, towels, socks etc. Please note that as shown in the picture it probably is only good (size wise) for children up to probably 12 years. Although it does make a good foot rest as well in front of the couch. Looks quite nice as well.

If I don’t fill the stuff toys can it still be used to seat on ?

The bag arrives completely empty. You can partially fill but needs something in it to sit on it.
