Can it be used on hub caps?

I don't see why not, unless there is something specific about the job this can manage or adhere too, so check what the material of the hub is, check this can be used on that material, and you should be fine, just remember prep is key to results, make sure it is clean and not greasy etc, and protect the area all around it to stop the spray touching other areas (you'd be amazed how spray paint spreads, trust me I did a mate radiator in his kitchen, spread on 4 feet across his floor, we knew it would happen), so if you're doing it in situ, you are best spending time covering the entire wheel and wing for safety, it only takes a gust of wind to cause problems.

Can this be used for exhaust pipes?

No only on dry purposes and cannot be used on heated items
